anterior cruciate ligament problem

hello,
I got an accident some time ago and injured my knee,through check up i got to know that the anterior cruciate ligament and the lateral meniscus was damaged,i had an the treatment through arthroscopy and the meniscus tear was repared but the surgeon failed to repair the ligament due to lack of instruments,i fail to get the stability of my knee....i need your help if you can let me know where should i go for the best treatment,i please need to know the adress and cost for the treatment so that i could arrange for the money..I'm from Tanzania and i would be very happy if you could get me the adress and the cost of the doctor either in India or Germany due to financial problems as i cannot afford the treatment somewhere else,i just depend on you now,pls help me.
